essentially this is where you pay another company or marketer to send you traffic either by the click (called cost per click, or CPC) OR you pay by how many subscribers they send to (this is called CPM, or cost per mille, which means cost per thousand)

This is one of the main sources we suggest you start out with as you can start small and really scale things up big as you find sources that convert well for you.
